there's a lot of wrenches to be thrown into the forecast for you. the first is that we deal with dry air. dew points are in the teens so we have to poiften up the atmosphere. once it starts to get closer to us, it's not going to be coming down. you heard me say the word virga that's precipitation that evaporates before hitting the ground. once it gets the atmosphere moist we will see the onset of this be sleet and snow and it will switch over to rain. that's what's in store for later today this afternoon and possibly this evening. now we zoom in and this is what's going on right now. we are nice and dry and that's the scenario going through the remainder of the morning. let's switch over and show you what's going on in terms of temperatures. perry hall coming in at 27 degrees right now. we are at 24 in pylesville and the temperature in ellicott city coming in at 27. so with this, we are cold. make sure to bundle up and this forecast will be cold as we head through the rest of today.

let's check the abc2 timesaver traffic with lauren cook good morning. >> reporter: we are following a serious crash on 83 in baltimore county. it happened and shut down the northbound lanes of middletown road and they have reopened. here's the scene earlier today. you will notice this crash involved a tractor trailer and again shut down the northbound lanes for several hours. now the driver of the truck has been transported to the hospital with nonlife- threatening injuries. no delays are in the area as of yet. there is still some temporary -- there's activity along theshoulder but no delays making the push up to the maryland pennsylvania state line. traveling on the beltway, we dealt with a deadly crash there in pikesville earlier this morning as we look here near park heights avenue. one person was killed after a car collided with a tractor trailer. they have not been identified but we will bring you the latest as it becomes available. right now, though, that has cleared and there are no delays on the beltway right now as we

check in and look at green spring avenue. everything moving along. it remains clear pushing from 795 to 70. that will take you 7 minutes. as we look at the other abc2 timesaver traffic drive times no problems to report through the fort mchenry tunnel. an 8 minute ride northbound from the beltway to the toll plaza and if you are heading out on 895 we are dealing with all that construction still at the spur but a 9 minute southbound from 95 to the toll plaza. that's a look at your morning commute. now over to you. 3 minutes after 5. new this morning major developments when it comes to whether maryland should have tougher gun laws. a sen isate committee voted on a mesh -- did a senate committee voted and measure last night and linda so has the details. >> reporter: the sen isate judicial proceedings commission voted 7-4 in favor of the bill. law makers debated it for four hours. stricter gun control is one of governor o'malley's top

priorities. it would ban assault weapons something that became a hotly debated issue after the sandy hook issue. some changes would prohibit anyone from owning a handgun if they have been involuntary committed for mental health. the panel adopted an amendment to cut the fee for a license and renewal. they cut the required number of training hours from 8 hours to 4. the vote was down party lines. all but one voted in favor of the bill. republicans voted against it. >> i think the bill was thoughtful and creatively and sensitively drafted. i don't believe we are trampling on anyone's second amendment rights it's reasonable. >> regretfully very little changed about the governor's original bill. the concerns we had about the bill have not been addressed by the committee. there are close votes and think it would have made a very, very bad bill just a little bit

better. >> reporter: the billhead to the full senate for debate next week. linda so, abc2 news. all new a big hole could be in the ravens roster. matt birke could announce his retirement. he is exexpected to make the announcement during a school appearance a bit later. speculation is he is set to retire. he spent the first 11 seasons with the vikings before signing with baltimore in 2009. he is a 1998 graduate of harvard and won the walter peyton man of the year award. he has been voted the pro bowl 6 times and he he announced earlier this month that he is going to eventually donate his brain to boston university school of medicine for research into concussions. you know this is a serious concern among the national football league as players are reporting difficulty after the careers with brain deteriorations stemming from what doctors believe from fuming rouse helmet to helmet he collisions. that event where he will

announce his retirement is going to be a in the city set for 11:30 this morning at an elementary school. >> thanks so much. 5 minutes after 5 right now. this morning, parents are worrying about who is going to take care of their children because a day care in arbutus shut its doors. they want to know why. tomorrow's leaders learning and outreach center closed when parents tried to drop off their kids yesterday. the center director says her business partner came in with moving trucks and packed everything up suddenly. >> for every parent that brung their child to the day care center this was not my intention to operate like this. for every child not getting picked up from school or from home, i -- i am sorry. >> the partner owns a similar facility in randallstown the majority of the arbutus client use state vouchers. state's attorney general's office is investigating whether the money was misspent. we will stay on top of the story and keep you posted. we have a consumer alert this morning.

united flight from denver had snow trum in wichita kansas and got -- snow trouble when itate rieived in wichita -- arrived in wichita kansas. a massive storm dumped 20 inches of snow across several states. this is kansas city. the area picked up more than 7 inches of snow and it's a record snowfall. people were urged to travel but many ventured out and you can see them getting stuck on the road. >> that is storm system you are watching move et cetera way towards us right -- its way towards us. >> and i think the biggest impact will be sleet and snow mixing in together and that is going to cause problems across people traveling especially by tonight.
